Please note that as of January 20, 2026, amendments to Federal Law No. 114-FZ of August 15, 1996 «On the procedure for exit from and entry into the Russian Federation» will come into force, according to which BIRTH CERTIFICATES ARE EXCLUDED from the list of documents by which underage citizens of the Russian Federation (under 14 years of age) can exit from and enter the Russian Federation.

These minor citizens of the Russian Federation have the right to leave the Russian Federation for Abkhazia, Belarus, Kazakhstan, Kyrgyzstan, and South Ossetia only if they have their own foreign passport or a non-biometric foreign passport of their parents, in which they are authorized in the established manner to ensure the observance of information about the children.
